LAN Multiplayer Unable to connect

This may be improper setup or not actually a bug but I've been trying to get my n3ds to connect to my friends computer (we are on the same LAN)
We connected with another computer to see if it was his computer and it worked so im at a loss (which is a bit of a shame because quake 1 lan parties are pretty sick and i was interested in using my n3ds to play)
PC are glquake 0.98 / 1.09

Make sure the IP address is correct; maybe try hosting from the 3DS
Unable to get screenshots for some reason on both my pc (printscreen button only captures tcp/ip screen instead of console window) and Luma3D's shortcut brings up main menu :s but I have just now tried to host on the 3ds. I have checked the IP address many a time both back when i originally tried this and now recently when i just tried to host with the n3ds.
The I.P. has not changed :s
The error my computer's quake says is 'No Response' and when searching for a local game it says there are none
Trying to use the console on the PC yields no quake servers found Host_Error: CL_Connect: Connect Failled

e: Just tried to host with PC again and I double checked the IP again, unfortunately it didn't work
also just tried to host with n3ds again, i make sure its correct IP and it didn't work. I don't really know what I am doing wrong sorry :(
