Puppet bots do not move to goals set by bot_moveto, even when the goal is possible to reach.

Reproduction

1. Make a nav mesh.
2. Add puppet bots.
3. Perform bot_moveto on puppet bots, while looking at an easily accessible location on the nav mesh.
