Reduce minimum player count to kick a player
Description
According to the Wiki
Votes require a minimum of six participants to succeed, regardless of how many players are on the team/server. For example, four "Yes" votes and one "No" vote will fail, even if there are only five players on the team. One additional player would need to join the team and participate in the vote in order for it to succeed.
Preferably change it to at least two or three participants so a single player can't kick another just by voting yes.

Some bots leave after being called on a vote for. And other players could have been connecting. Some more Source Engine spaghetti on how that works.
If this were to be added it should be based on the amount of people in the server instead of a set number. People also use votekick to kick tryhards/friendlies and lowering the number only makes the situation worse. 1/3 of the players connected should vote for it to go through. 24 players * 1/3 = minimum of 8 players. 32 players * 1/3 = 11 players (10.66666 repeating). Some more testing could be done like on low player servers. 5 players * 1/3 = 2 players (1.666666 repeating). Maybe it should also prefer a higher odd number if available
Never mind. 1/3 is too low. 12 players per Valve Server team leads to only needing 4 players for a vote kick. This may be too low or just right. 16 player teams need 5 players (5.333333 repeating).
