Windows activation HWID leads to 0x800704CF

I thought HWID would work offline? It gets error 0x800704CF which means, MS fails to reach its servers. (If you were once online, deactivate the license with slmgr -upk and repeat mas, it works offline then, but this doesn't count in my opinion). Can you patch it to make it work full offline, without any online telemtry needed?

HWID does not and can not work offline, it requires connection to MS servers since it activates server-side.

Is it likely for MS to know it would be a non-conventional license even if activation is successful?
