The code in UNSAFE.TO.MODIFY on file MACHINEINDEPENENT just checks a list called UNSAFE.TO.MODIFY.FNS which has a list of functions of questionable vintage. it's used by TRACE, ADVISE, BREAL and FNS.PUTDEF...
i think checking ccodep of \ functions makes sense. I agree that the prompt doesn't have an obvious good response.
