Windows compatibility

Hi,

I really love your library and it really helps a lot when you are developing django apps on google app engine, but sometimes I have to use Windows, and it is not possible to run collectdeps command correclty when using that OS.

There is a SO question around this: http://stackoverflow.com/questions/22752993/changes-to-django-appengine-toolkit-for-windows, and I wrote the only answer as a temporary workaround, if you feel that's the only way to solve this, please merge it here, otherwise implement the solution you find best.
