Improve documentation in the README a bit

Specifically, describe the Bel language and the goals of this interpreter.

Passing xt/boilerplate.t wouldn't be a bad start.

The README.md has improved by leaps and bounds since this issue was posted — and it's being regularly updated now — but the README (belonging more to the Perl-distribution side of things) could still use some love. This issue can be closed once it's got that.
