@anandnilkal - I just tried a tainted/tagged nodegroup. Scaling from 0 worked then I forced a restart of the cluster-autoscaler pod (by deleting the pod) and scaling from 0 stopped...

So I think I figured out the issue in my case and it was due to using what I think is referred to as a predicate as a node affinity...
