Redo preferences dialog

While PreferencesFX is a decent framework, it does not offer some required functionality.

TODOs include:

• [ ] Greyed out preferences
• [ ] Better grouping
• [x] Save to file instead of registry
• [ ] Redo painter preferences as properties instead of annotation meta programming (?)
