additional single quotes

Why are the additional single qutoes in

#  mutt/bin/mutt-ical.py (line 222)
mailtext = "'%s has %s'" % (email_address, accept_decline.lower())

needed, as they also appear in the body text of the mail and seem rather unnecessary.
