Is there currently a way to promote an app?

It looks like the Legacy API documentation regarding the creation of a pipeline promotion that takes a source application and promotes it to a target application (https://devcenter.heroku.com/articles/platform-api-reference#pipeline-promotion-create), but I didn't see anything in the README that specified this functionality.
