Feature Request: Notification Send on Chiadog Launch

I'd love to see a test notification get sent when Chiadog is first started, to immediately verify that messages are being sent through desired channels.

For example, I run the ./start.sh command, and in Slack, I'd see a message like: "Bark Bark! Chiadog is now running on [Machine Name]"
