Add a python version

:wave: @martinsson thank you for putting this material out there :pray:

I wanted to give a try to this kata in Python (as well as experiment with fastapi and databases packages :innocent:)... I didn't start yet BUT I have everything I need to, I think :thinking:

Small difference, I used sqlite3 here, rather than MariaDB :shrug:

PS: I have a similar PR for the with_tests branch. Let me know if you sync with_tests and master somehow, I only cherry picked this commit to the other branch before adding the test (I had conflicts otherwise maybe, I didn't look at the issue for too long and took another approach).
