No groups configured

Hi,

I have everything setup and my config.yml is as your example shows, but I see this message on the browser

No groups configured Check your rfoutlet config

I checked permission for the config.yml, and it is set to read, so what am I missing? I was expecting to at least see the sample group and outlets you had in the file, but only see that message. Thank you!
