Upstream Arduino modifications

This PR contains all the patches currently in production at Arduino except:

https://github.com/arduino/libserialport/commit/f6e3136156e984403fad51844a2a86bb0fcdac90 (fixes a side effect, but probably has other side effects/regressions (probably = there should be a reason if the code was there :slightly_smiling_face: )
https://github.com/arduino/libserialport/commit/658f2124144bca5ef033e0e5308c2434da27bee4 (faster port listing, useless except for very fast polling)
