Is your feature request related to a problem?

As part of an upgrade, it may be necessary to update .NET local tools to a newer version for a successful end-to-end migration, such as updating to a version of Amazon.Lambda.Tools that supports targeting the new framework.

Describe the solution you'd like

Bumper can update .NET local tools specified in .config/dotnet-tools.json.
