add typo3_console which is a very import cli for user

@chendelin1982 The change you performed is not done at the right location. The Dockerfiles get generated by a Golang tool. If you want to change the Dockerfile then you need to adjust updater/Dockerfile.tmpl. If the change needs to happen only for v11 (which I doubt) then please create a dedicated template and adjust the configuration for this in the repository root.
