[BUG] UniGetUI may delete vcpkg.exe from %VCPKG_ROOT%
Please confirm these before moving forward

Describe your issue
After setting up vcpkg as adviced in https://github.com/microsoft/vcpkg?tab=readme-ov-file#get-started, then setting environment variable VCPKG_ROOT to point to vcpkg.exe and restarting UniGetUI after UniGetUI finished updating repositories vcpkg.exe is gone.
Steps to reproduce the issue
- Install vcpkg as adviced in https://github.com/microsoft/vcpkg?tab=readme-ov-file#get-started
- Find vcpkg.exe in
%VGPKG_ROOT% - Start UniGetUI, wait until all updates from repositories are done.
- Look at
%VCPKG_ROOT%-> vcpkg.exe ist gone.

Not really, but maybe partly it is. Since this change to no_proxy UniGetUI doesn't report any errors anymore looking for updates for itself.

It is the command "C:\prgs\vcpkg\bootstrap-vcpkg.bat" which removes "C:\vcpkg\vcpkg.exe" if the download fails.

"tls12-download.exe" is a bit messy: it removes vcpkg.exe, then tries to download a new one. If it fails, vcpkg.exe will be gone, rendering vcpkg useless. If "vcpkg.exe" exists, UniGetUI should not execute "bootstrap-vcpkg.bat" -- just to make sure it is there if it is needed. It should only execute " bootstrap-vcpkg.bat" if it needs to upgrade "vcpkg.exe". Executing "git pull --all" is ok. Git does not destroy anything if it fails updating local repositories.
