[FEATURE REQUEST] Support package manager System-Wide Install vs Per-User (Current Default)

Describe the new feature
I've recently started using Windows 11 Dev Drives and I'm exploring relocating all my package manager caches to it. Based on what I've seen with the installer and settings, there exists no simple way outside of a symlink to do this.
I'd really appreciate the feature getting added and also the ability to support cache migration as well in the tool itself.
Describe how this new feature could help users
- Provide more control over placement of the cache folder.
- Introduce concept of system-wide vs per-user installation of packages depending on the user's needs.

I'm asking for this feature for the UniGetUI installer and other applications installed via UniGetUI. It does appear that #1855 should do the trick for other applications, but not the UniGetUI application on installation or future updates. Unless UniGetUI can update itself and migrate itself to a new location?
