[BUG] WingetUI follows regional format language instead of system language

Describe your issue

When WingetUI is set to use the system language, it uses the language set as the regional format language instead of the Windows display language

Steps to reproduce the issue

1. Change your regional format language to one different from your display language
2. Relaunch WingetUI
