[ENHANCEMENT] Configure Auto Update on a per package manager level

Describe the improvement

Currently auto-update is a global configuration. It woud be nice to have a per-package-manager configuration.

Describe how this improvement could help users.

This allows me to set auto-update for e.g. npm and .NET Tool but not for winget
