Related Tags popup list: tooltip

Discovered while addressing #663...

The tooltip for Related Tags popup list when mouse hovers over a related tags is suppsed to say "Perform new search for only this tag".

The title attribute reflects this, but in at least Chrome (though not Firefox), the following mouse movements seem necessary to cause the tooltip to actually appear:

1. mouseenter the related tags popup area
2. mouseout the related tags popup area
3. go back into the related tags popup area and hover over a link

The cause of this isn't known.
