Allow View Builder to configure TDE

The work done to select items and sample documents can be leveraged in building TDE views.

A different role (DBA type role) should be required to modify index settings in this way.

This showed up on a project recently, where they are building tabular export views. It would be nice to componetize the sampling and column selection in Data Explorer so it can be used to build TDE views in other contexts too.

The idea would be to move toward one format (TDE-oriented) to describe tabular views, and build one main GUI to select columns from schemas, documents or what have you.
