Do you have a png optimizer enabled?

pngquant.exe is the default png optimizer. Can you list all configs that are enabled and any changes that you have made from the defaults? Essentially there is no matching optimizer...

Do you have SXA installed? If so I'd suggest use the SXA MediaRequestHandler

Nothing OOB but basically there is an API you can call with the form submission ID to get the file. It requires being logged into the CMS though.

Have you seen #395 it does seem like a similar issue where you need to add properties for version and language.

I think those packages should be deleted from the repo, use the nuget packages.

I think this is resolved now, haven't had this issue on the latest version, but I did on an older version.
