Cannot relay port 9999 on 255.255.255.255

The solution works perfectly in my environment here (on pfSense - a package is available here https://redmine.pfsense.org/issues/10818). I've some IoT devices (Kasa) that use port 9999 on 255.255.255.255 for discovery (https://python-kasa.readthedocs.io/en/latest/discover.html) that somehow doesn't relay on FreeBSD.

Same issue here with Tuya on Ports 6666-6668 255.255.255.255 on OPNsense.
