Document the C# version in XmlDoc. Resolves #183

@mariuszgromada Is this an acceptable tag style? Rather than doing a direct translation I've been adjusting indentation in <param> and <returns>, and I've also been inserting <see> and <paramref> wherever they're appropriate.
