[FEATURE]: E2E Server wide enforcement

Current Status

Each User has to enabled E2E individually, and by default they can start using passwords app without doing so.

Feature Description

Global Server Admin Setting the enforce E2E for all users. Then when each user went to Password app for the first time the wizard to setup E2E would run and they've be asked to put in E2E password.

Additional Context

I look in global administration setting and in Wiki for setting and couldn't see anything about doing this (Have I missed something?)
