[Feature Request] Add token cooldown check for invite queue

No checking for token cooldown in invite queue

Describe the solution you'd like

So the invite sniper queue currently checks for Token Server count (checks if 100 servers joined by a token) and it makes other token join the invite if server limit is reached on the token. There can be a very useful feature to check if the token is in a cooldown. If a token is in cooldown then the invite shall pass to another token to make sure that every invite is used in time and to make efficient use of the sniper.
