Suggestion: Add a function to enable the Debug/Census menu

Currently those of us without a Windows PC and running the game via Citra and/or its forks are unable to toggle the flag for the Debug/Census menu, as ACSE doesn't work on Wine any more, and Vapecord is nearly impossible to get loaded correctly by Citra/Lime3ds. AFAIK no other method exists to toggle the census flag, which sucks as there's a mod that restores the census to a fully functional state, but requires said flag to be enabled.

Adding the flag toggle to your save editor would finally make it possible to use said mod without Windows or a real 3ds.
