Cache update output to improve UX

1 - run bin update and start update process 2 - bin exists for some error 3 - running bin ls should show updateable tools and doing bin update again should be instant since we just ran it before

topics to consider:

  • Cache should be short-lived (a few hours)
  • -f flag of bin update should ignore cache?
