Runned into this issue myself. I agree that the closest `elm.json` (i.e. the child one) should be considered. Another option is to try both... if the parent one fails, then...
Would it make sense to just add a note about this in the documentation of the package? And maybe provide an example on how to make dynamic properties work?
I have the same issue on Ubuntu 15.10
Looks an interesting idea, I would need to experiment with it. From one point of view, your proposal looks like a good separation of concerns between validation and error formatting....
