Ability To Configure Locust Version

Hi, first off hope its okay to open a PR

I recently had a need to use a more recent version of locust to perform my load tests I worked on a slight change to allow a user to set locust version via the terraform module

I have added the changes and updated the readme file with the new variable if anything is missed please let me know

Also, I have tested this locally if you need any proof/ or any extra testing please let me know

@marcosborges Can you please approve and merge this PR? The latest Locust version released is 2.15.1 but we are still using 2.9.0.

This should be merged! Allow the user to adjust the Locust version.
