Can't load even test ads

[Ads] This request is sent from a test device. [Ads] Ad failed to load : 3

This issue most likely on the admob side but I have no idea what to do.

I'm trying to use test ad unit, I added my device as a test device, it doesn't load ad and shows me error "3" in any way. Can't figure out what's going on 🤷‍♂️

It's the same for banners and rewarded ads :(

I found the solution here: https://developers.google.com/admob/android/test-ads it seems you can't just get ads from test ad unit anymore, now you have to add a string to your app.ads.txt and wait for some time or set test device and get ads using your production ad units. I spent almost 2 days to read this page carefully so I feel I have to share it with you.
