[New Feature] Install-DbaSqlWatch to be able to install specific release/tag

We should be able to filter on the tag_name in order to install specific release: https://api.github.com/repos/marcingminski/sqlwatch/releases

This is critical to be able to upgrade 1.3.3 to the upcoming 2.0. There have been a number of schema changes that are impossible to be done via DacPac due to data loss and data modifications (UTC migration). I can address this via manual scripts that users will have to run pre and post-deployment, or a better solution, release a stage version 1.9. Users will need to update 1.3.3 to 1.9 and then 1.9 to 2.0

The stage version would apply manual fixes in the PostDeployment part of the release preparing database for 2.0
