Property: RegisterOrder not working

I have configured a lot of blocks and items, all are properly working. But the register order property I specified is not being used. Blocks and items still appear randomly registered, instead of the neat order I wanted them to appear in NEI. They are also not appearing in the order I input them into my json file. It is truly random.
