Added a Package.swift file and explicitly imported the Foundation library in closure handler. fix #22

@andrewreeman If you're struggling to get this MR merged (as I have been with mine) then I'm more than happy if you'd like to re-point your MR to my fork here. I'm need of SPM for this anyway so :)
