I'm fairly certain the same issue should apply when using the PHP native phpgetimagesize library as that should also not automatically urlencode paths. Therefore I think this is an implementation...

Use an HTTP client like Guzzle for images where possible

I don't think HTTPlug supports seeking through the data and only reading the required parts of remote files.
