Create expense from a last month checklist

Select a last month checklist and click to create an expense. The date on the form will match today. It is confusing, because user wanted to create an expense matching the last month.

In this case we should automatically set the "expected when". The problem is that we don't support that parameter right now in the CreateExpense command.
