Disable the form to prevent double submit

The expense wizard on submit button sends the command and after successful send it closes the dialog. This can lead to delay and possibility for user to click on the button again.

We should disable the form after first click. Ideally we should this for all forms.

We could add a loading icon to clicked / "primary submit" button
