Better user experience for short connection drops

It's probably not related to SignalR, because that manifests in orange dot near logo. This is related to browser API for connectivity.

The use-case is that

  1. The app is open on mobile
  2. The app goes background, but isn't killed/suspended yet
  3. Pop the app to front

It was disconnected in the background and only after a short period it gets the notification that the connection is live again.
