I'd vote for an even further extension:

Alternatively, I would propose to leave the current Munich, Germany untouched but to add another item Munich (Greater Munich), Germany that would even be extended a bit further to include the complete footprint of the suburban train system, which is probably the most important feature to describe the close (commuter) vicinity of Munich..
