create multiple levels of access for the managers dashboard

as the platform grows there are a lot of people with access to the manager dashboard

i am proposing that we have 2 levels of manager access

• project manager that can only modify the items (i.e. missions) that they have created
• full manager that can do all actions on the manager dashboard

or something similar as a challenge with the above approach is if an organization like HOT or Red Cross wants multiple project managers to be able to change the status of their projects.
