Overlapping Tasking Manager Project Tasks

Describe the bug Tasking Manager geometries generated by MapSwipe contain tasks that are entirely contained within other tasks (i.e. overlapping tasks).

To Reproduce Please provide steps to reproduce the problem:

  1. Go to: https://mapswipe.org/en/project.html?projectId=-Mx4ZI4_aKy-QwjgZgHK
  2. Download HOT Tasking Manager Geometries
  3. Open in JOSM
  4. Note at least two instances of tasks within tasks

Additional context Have been reports that similar issues have been seen with Mozambique MapSwiped projects.

@SColchester thanks for the clear issue report. I moved it to the backend repo, because this is most likely where the problem lies. @Hagellach37 do you have any idea what could cause this?
