use editor-layer-index to power available map layers
The background map layer list appears to be a fixed set of global defaults. In some regions we have more recent and higher resolution imagery for editing OSM, indexed at https://github.com/osmlab/editor-layer-index/.
It would be nice if these were included in the available layer list.
Thanks for the request, @andrewharvey! The good news is that we are using the OSM Editor Layer Index currently, but right now we're only offering the default layers with global coverage, as you point out. Offering region-specific layers would be a nice enhancement.
UI/UX note: Some regions can have a lot of layers, so we will need to come up with a design that makes those layers available without being overwhelming.
As a backup option for now, you can take the tile URL template from JOSM or the editor layer index and store it as the custom base layer in the challenge when you create it, or as a user in your profile settings.
I would like to add this to the 4.0 milestone. I think there is a lot of merit in exposing both Challenge creators and mappers to the full range of available OSM layers.
While this is a great idea, I just want to point out that OSM ELI (which is awesome as well) seems to have some problems/large delays in accepting new sources recently (for the past year at least), due to maintainers lack of time.
Not sure in the technological point of view which is better, but in my experience JOSM imagery source seems to have more options and consequently more updated.

I think this is accurate, we have a few volunteer maintainers and the project is maintained but there are frequently delays reviewing and merging PRs.
