Option to always show all tags for tag fix challenges

Is your feature request related to a problem? Please describe. When solving some tag fix tasks it can be very useful to see the existing tagging (even for tags not being changed). It used to be that when you were seeing all tags on a task and fixed it using keyboard shortcuts then you would again see all tags on the next task without having to click anything. That has changed at some point in the past year.

Describe the solution you'd like Add an option, either in task layout or challenge creation to always show all tags.

Describe alternatives you've considered Click "show all tags" or "edit tags" for every single task.
