python plugin inside bindings?

Moved here from https://github.com/mapnik/mapnik/pull/2006.

Idea: if the python datasource was moved into the python bindings, then the datasource object can be constructed in the python script and passed into the mapnik api.

If anyone has interested in this, please pick it up. This is not something I have bandwidth for.
