[Good First Issue] Tools For Maintaining Code Quality

While Pyre and Renovate, as talked about respectively in #101 and #106, introduce performant-type-checking and dependency management, we still would need a tool to maintain code quality.

Again, there are many tools. One such is CodeFactor.
