Upgrade cython to support python 3.11+

Upgrade cython to allow building on python 3.11.

@sgillies Possibly the fixed version dependency on cython should be unlocked to build against newer releases automatically.

Can someone at Mapbox review this ? or should we have this repo moved to the rasterio org? cc @sgillies @jqtrde @pratikyadav 🙈
