Tests and documentation MASON_SYSROOT variable

Per chat with @kkaefer the MASON_SYSROOT variable here was added to allow a run-time override of incorrect pkg-config paths. But we think this functionality is both no longer needed or used, so this ticket is to track removing this variable in mason v2.

Per chat with @tmpsantos - we are actually going to keep this functionality and @tmpsantos will be adding a unit test to ensure it stays working.

I'm sorry about that, after some double checking, the MASON_SYSROOT is not really in use by any of the Linux platforms we support.
