I cannot find the tooling for generating code, seems like it's not included?

This almost completely block novel contribution by others as one cannot ever add a new pigeon message.

+1 for pigeon template files. You're still missing a lot of unexposed functionality, it makes it impossible for somebody to migrate to 10/11 or maplibre because of that.
